The December meeting of the Board of Public Affairs convened on Monday, December 11, 2023, at 6:30 p.m. with all members in attendance: Board President Ed Maresh, Board Members Ben Coll and Michael Sherer, Solicitor Michele Stuck, Superintendent Jeff Sheehan, Mayor Rick Patrick, and Fiscal Officer Donna Love. Also present was Amy Turos.

The meeting commenced with the approval of the November 6, 2023 minutes, followed by a unanimous vote on the financial reports for November 2023. Discussion ensued regarding the Superintendentā€™s Water & Wastewater November Report, highlighting several maintenance tasks.

Superintendent Sheehan reported that Well #20 failed and underwent an unscheduled maintenance routine, revealing a faulty column pipe, with potential repair costs ranging from $30,000 to $40,000. Additionally, Mayes & Sons replaced lead lines at specific locations, while concerns were raised during test boring for the Windham Street Water Main Project regarding the possible presence of petroleum in the soil, requiring further sampling.

Old business included updates on the Watershed Monitoring Program and arrangements for the villageā€™s emergency use of the schoolā€™s gas pumps, pending necessary information and codes for setup. Sheehan also provided updates on the lead service replacement plan and the evaluation of options for a scum skimmer replacement.

In new business, Sheehan presented quotes for transmitters for the Water Plant rapid sand filters, estimating a total cost of approximately $16,000. However, the final decision and vote on the purchase were deferred to January. Fiscal Officer Love presented the board with the 2024 Budget for consideration and approval at the upcoming Council meeting.

The meeting also involved discussions about stipends for Operator Turk and Operator Moore in the absence of Superintendent Sheehan, with a proposed wage ordinance suggesting a 10% premium during this period.

This monthā€™s meeting was held on Monday, January 8th at Village Hall. Meetings are scheduled for the second Monday of the month (barring holidays) at 6:30pm.
