Windham Twp – Windham Township Trustees met for their regularly-scheduled meeting, with a budget meeting prior to it. In the budget meeting, Fiscal Officer Casey Timmons presented the budget for 2022. After answering questions and going over it, the trustees unanimously approved the budget for 2022.

Trustee Brian Miller reported that the trustees want to thank Father James Lang, for being the guest speaker for Memorial Day Services. He also wanted to thank Margaret Gearheart for donating and planting flowers at the cemetery for Memorial Day.

The trustees approved the minutes and the expenditures for the month of May, before moving on to guests. Guests Ivan and Sharon Krupansky from the patriot group, American Regulators, would like the trustees to consider a resolution making the township a two- way sanctuary township for constitutional carry. They stated that HB62 has been sitting in committee for a long time and they are trying to motivate the Ohio House to bring it to a vote by starting with the smaller government entities. The American Regulators stand for stopping human trafficking, they stand with the 2nd Amendment, they back the blue, support disaster relief/SAR, veterans, first responders, community assistance, and legislative activism. They are not a militia group, but a group of patriots who want everyone to be able to exercise their rights. The Krupanskys are new to Windham but not to the area.  

In roads, Brian Miller reported that they had received a bid for the chip-n-seal of Shanks-Down and Frazier Roads from the county. He stated that the crew had just finished up the road side mowing and had spent the last two weeks working on getting the cemetery ready for Memorial Day. The crew laid footers for headstones, mowed, weed whipped, mulched etc.  Miller said, they will start patching on Brosius Road. Rich Gano asked, if they needed to grind down Brosius Road, first, then repair it. Miller said, “Possibly. He would get a price to do that.” 

Cemetery news — the cemetery looked great for Memorial Day, Gano reported. They need to survey the cemetery to double check the pins they laid out. The goal is to make the plots uniform so there is no discrepancy on lot size, which could affect placing vaults on them. 

In zoning, Joe Pinti reported that he wrote three permits. One for a land split, one for a deck and garage addition and one agriculture permit.  He has been in communication with a company which wants to advertise on the Pike on township land. Pinti is working with them to make sure they follow township zoning laws. Pinti is pursuing two residential areas on Horn Road with high grass issues. A property on State Route 82 also has high grass issues. Another area of concern is an unkept property on Wolf Road that needs attention. Pinti will address these. The Tough Mudder contest is being held this weekend and next. Pinti will get in touch with Mr. Soinski, who is hosting the event, on the traffic pattern and parking plan. The Tough Mudder Contest hire its own emergency services for the event, so there should be no extra staffing needed for those two weekends from the fire district. 

The board appointed Larry Oliver to the Board of Zoning Appeals (BZA), filling the late Norm Clark’s position. They also appointed Ivan Krupansky to the BZA, filling Barry Cree’s vacancy.

A question was raised about where the zoning commission was with the 60ft frontage lots purchased prior to the 200-foot frontage rules, that are currently in place. Pinti said, he’d check on it.

Fire district report –  there have been 302 calls this year. Gano reported that they had some radio issues. Those that work off the repeater were problematic, but they were able to get that fixed in house, saving them a substantial amount of money. 

Old Business –  Rich Gano reported that they tested the septic at the Alloy property to determine if it can be used or has to be filled in, he’s waiting in the results Gano also reported that a gentleman has bought sections of the old cemetery fencing. There being no further business the meeting was adjourned.
