Windham Village Council met for their regularly scheduled meeting last week with all council members, fiscal officer, the mayor and the solicitor in attendance.

At a previous meeting it was requested that the minutes be taken verbatim rather than summarized. After seeing the verbatim minutes (18 pages), council voted to return to the summary format. All monthly meetings are on audio tapes and they are kept on file along with the minutes.
Police Chief Gene Fixler wanted permission to list old phone equipment no longer used for sale online at Govdeals.com.; council approved the measure.
Council approved Resolution R-2012-17 declaring it necessary to place a .5% income tax increase on the ballot for the general election on November 6, 2012. Said increase will be effective January 1, 2013.
Ordinance -2012-13 an ordinance amending the section 1341.08c of the codified ordinances of the Village of Windham to increase licensing fees for housing licenses and inspections effective June 1. 2012. This ordinance was tabled last month to give landlords who objected to the increase a chance to voice their opinions. The ordinance was removed from the table and approved, but not without some objection from the housing and rental committee. The housing and rental committee did not recommend the increase. One of their members felt council needed to look harder at the budget rather than ask the landlords for an increase in fees to comply with the villages licensing and inspections requirement. The new licensing fees are $80/ structure and $40/ unit. The increase was recommended by the finance committee.
Council voted to accept the annual 8 yards of mulch donated by Doll Lumber.
Council meets on the fourth Tuesday of each month at 7pm in council chambers.
