Bica Sworn in as New County Treasurer

On August 21, 2025, a crowd of friends, family, supporters, and bipartisan elected officials gathered to watch Joe Bica take the oath of office as the Portage County Treasurer.  Ohio Secretary of State, Frank LaRose, administered the oath to the enthusiastic crowd at the “New Center” at NEOMED in Rootstown, near Bica’s home.  Father Will Wainio offered a prayer for Bica as he begins this chapter of public service.  The emcee at the event was business owner and author, Tommie Jo Brode, a long-time family friend.

Bica’s remarks following the taking of his oath were brief, thanking Secretary La Rose for taking the time to attend and then saying, “I am ready to roll up my sleeves and work.” Bica said he remained honored and humbled by the confidence of the Portage County voters. Attendees were served dessert, including an ice cream bar.

Bica previously served as the Mayor of Ravenna as well as member of Ravenna City Council. Seeking the Treasurer’s office was Bica’s first run for countywide office, ending successfully in November 2024.  Under Ohio law, however, the Treasurer does not take office until the first Monday in September.  A Portage County native, he received a Bachelor’s degree from Malone University and an MBA from Kent State University. 

Bica has founded several successful businesses, including international operations. Many locals know him from his service to the family business, Bica’s Lockshop in Ravenna
