The Garrettsville Board of Public Affairs (BPA) convened for its February meeting on Monday, February 12, 2024, with Board President Ed Maresh leading the proceedings. The meeting, which commenced at 6:30 p.m., featured the attendance of Board Member Michael Sherer, Solicitor Michele Stuck, Licensed Operator Howard Moore, Mayor Richard Patrick, Councilman Tom Hardesty, and Fiscal Officer Donna Love. Board Member Ben Coll was absent.

The meeting kicked off with the approval of the minutes from the previous session on January 8, 2024. Sherer moved, seconded by Maresh, resulting in unanimous approval.

Financial matters took center stage as the board reviewed and discussed reports. Maresh raised queries regarding a payment to Freeman Industries, prompting Love to commit to providing the necessary information for the upcoming meeting. A subsequent motion by Maresh, seconded by Sherer, saw unanimous approval for the financial reports from January 2024.

During the Water & Wastewater January Report, Howard Moore addressed various issues:

A sewer backup occurred at 10571 White Street #1 and #2 due to a blockage in the main, promptly addressed by Mayes and Sons.

The malfunctioning garage door opener at the Wastewater Treatment Plant necessitated replacement, with Door Works quoting $1,629. for the purchase and installation. The motion to approve the expenditure passed unanimously.

Moving to old business matters, the Watershed Monitoring Program report was omitted due to Coll’s absence. The Village’s permission to use school gas pumps during emergencies was discussed, pending information and codes setup. Moore reported progress on the lead service replacement plan and ongoing review of the scum skimmer replacement.

Concerning the Windham Street Water Main, the Village is awaiting results from Arcadis, the Village’s engineering firm, about soil boring samples. Moore detailed a recent meeting with an Ohio EPA representative on February 9, 2024, emphasizing the importance of reviewing the Village’s Assets Management plan for funding approval. Two missing reports were sent to the Ohio EPA on February 12, 2024, with RCAP set to send the second report generated by GIS.

In new business, Sarchione Chevrolet requested a waiver for a sewer surcharge of $315.98 due to a burst line at 10798 North Street. Sherer moved, seconded by Maresh, leading to unanimous approval for the waiver.

Love shared positive feedback from a resident whose meter was changed, praising the staff for their politeness and professionalism. Additionally, Hardesty recommended the installation of cement curbing on the drive at the Wastewater Drive for preservation purposes, with a formal quote to be presented soon.

The meeting concluded with Maresh moving, Sherer seconding, and unanimous approval to adjourn at 7:03 p.m., marking another successful gathering for the Garrettsville BPA.
