The Garrettsville Board of Public Affairs met on September 11, at 6:30 p.m., with Board President Ed Maresh leading the proceedings. In attendance were Board Members Ben Coll and Michael Sherer, Solicitor Michele Stuck, Water and Wasterwater Superintendent Jeff Sheehan, and Fiscal Officer Donna Love.
The meeting commenced with a unanimous approval of the minutes from the August 14, 2023, session, as moved by Coll and seconded by Sherer.
Turning to the financial front, the board thoroughly reviewed and discussed the financial reports from August 2023. Maresh then proposed, seconded by Coll, to approve the reports, a motion that passed unanimously.
Superintendent Jeff Sheehan delivered a comprehensive Water & Wastewater August Report. He highlighted the identification of two lead water service lines on Maple Avenue, emphasizing that the affected owners were promptly notified. Additionally, he informed the board that the Village had secured local OPWC funding approval for the Windham Water Main replacement. The next step involves the application process at the State level. Coll and Sherer recommended to Council the approval to apply for funding from OPWC for the Windham Water Main Replacement, a motion that received unanimous approval.
Further discussions encompassed a quote from Arcadis for designing bid portions for the Windham Water Street Water Main Replacement project. Sherer, seconded by Coll, recommended to Council the approval of the quoted engineering services, receiving unanimous support.
Superintendent Sheehan also discussed a meeting held with Ted Lysiak, School Superintendent, regarding the utilization of the school’s gas pumps during emergencies. It was emphasized that the Board needs to “request inclusion” to use the school’s gas pumps. Coll and Sherer moved to request the inclusion of the JAG School gas account/pumps for use in an emergency, a motion that was unanimously approved.
Shifting to previous agenda items, Superintendent Sheehan discussed the Watershed Monitoring Program, highlighting the need for data input into an Excel spreadsheet. Interpretation of the results will also be crucial moving forward.
In the realm of new business, Sheehan updated the board on the ongoing lead line surveying conducted by RCAP.
Furthermore, the board addressed critical matters related to infrastructure. Sheehan presented a quote from Midwest Air Power for the repair of the 3rd blower at the Waste Water Treatment Plant, outlining a cost of $9,056.80. Sherer and Maresh moved to approve Midwest Air Power for the rebuilding of the 3rd blower at the stated cost, a motion that passed unanimously.
Additionally, Sheehan provided a second quote from Midwest Air Power for an annual contract to perform PM work on the WWTP blowers, amounting to $3,777.23. Coll and Sherer moved to approve the annual service of the blowers by Midwest Air Power at the stated price, a motion that also passed unanimously.
Sheehan also presented a quote for a scum skimmer from Brentwood Industries, indicating a base price of $33,600.00 for one skimmer, with a need for two. Love shared a customer’s request for a waiver of their sewer surcharge from their August 2023 bill, explaining a running toilet situation. Maresh and Coll moved to approve St. Ambrose Rectory a one-time waiver of the sewer surcharge (due to a water leak) in a motion that was unanimously approved.
